Study outcomes, knowledge and skills gained upon the completion of the Study

The programme of this Study covers the entire area of public administration and administrative generalists as well as some specific areas of public administration. It is designed to enable the students to acquire basic theoretical and practical knowledge that enable them to conduct activities in public administration, local and regional self-governments, as legal persons in public authorities, non-governmental organizations, political parties, etc.

The programme of this Study introduces the students to the basic legal and administrative terms and the organization and functioning of the country; to the basic legal and in particular administrative theories of organization and management, running of business and archival science in public administration, and to the use of information technology in everyday work. Particular emphasis is placed on administrative law courses that analyse basic and specific methods of work and decision-making in public administration and local and regional self-government, as well as in other government bodies. Emphasis is placed on the functioning of the public sector as a whole, in particular on the organization and performance of public institutions and utility companies, as well as on organizations operating in the public sector and political parties. Thereby labour relations in public administration are analysed, as well as the responsibility of the public administration for damage and its civil powers. Emphasis is placedon the appropriate specialist knowledge related to the management of tax proceedings, customs procedures, and areas that are extremely important for the work of public administration today as it is the case with environmental protection, management of marine and other general and public goods, offenses and special knowledge required to conduct activities in the field of criminology or diplomatic and consular affairs. In the Study, special attention is given to the interdisciplinary knowledge of the students, which is particularly evident through the courses that are exclusively or partially related to the fields of economics, sociology, computer science, etc.

Upon the completion of the Study, students will have acquired general administrative competences and will be inclined to connect general administrative competences with the specifics that occur in some special administrative areas. Also, the students will have acquired specific synthetic knowledge regarding the organization and functioning of public administration as a whole, income and expense model of financing this system, roles of normative sources, as well as judicial and administrative practice and unwritten legal principles in dealing with administrative matters, impact of the European law on the domestic legal system of public administration, core labour relations in the public sector and new mechanisms of governance. This will enable the students to acquire all necessary knowledge for performing the work of administrative generalists.

After completing this study programme, the student will acquire the following knowledge, skills and competencies:

• The student will be able to describe and explain the organization and functioning of the system of public administration
• The student will be able to compare and differentiate between the positive regulations of state administration, local and regional self-government, legal persons vested with public powers and legal persons performing public services in the Republic of Croatia
• The student will be able to compare the relationship between public administration and political power as well as to define the basic political systems
• The student will be able to compare and differentiate between the basic concepts, principles, sources and institutes of public administration
• The student will be able to explain and compare the institutes of substantive and procedural law relevant for the management of administrative affairs
• The student will be able to identify and explain the relationship between international, European and national law as well as to deduce the applicable law in a concrete case
• The student will be able to assign social situations to the relevant legal concepts  
• The student will be able to interpret and apply a legal rule
• The student will be able to conduct administrative procedure as well as to draft and explain an administrative act
• The student will be able to identify the influence of political, historical, economic and other social factors upon the functioning of state administration
• The student will be able to identify the role and significance of other disciplines in the management of public administration affairs
• The student will be able to express himself/herself in written and oral form by using correct legal terminology
• The student will be able to assume ethical and social responsibility when performing assignments

Students will be encouraged to take responsibility throughout the Study, and in particular to carry out tasks during independent work while solving teaching assignments. The students will also build competences of independent management, execution of delegated tasks and a critical review of their work.
